A Peek At The Government's Regulations On AI Utilization

The government, through the Ministry of Communication and Digital (Komdigi), is currently drafting regulations and a national roadmap to regulate the use of artificial intelligence (AI). Deputy Minister of Communication and Digital Nezar Patria stated that the regulations will be formalized in a Presidential Regulation (Perpres) to strengthen cross-sectoral governance at the national level. "There will be two products: a roadmap and an AI regulation. Then, a Presidential Regulation that can apply to all institutions. So, by doing that, we are strengthening our regulations on AI," he said, as quoted from the official Komdigi website on Saturday (July 19, 2025). 

He explained that Indonesia already has several relevant legal frameworks in place to regulate the development and use of AI technology. These include the Electronic Information and Transactions (ITE) Law, the Personal Data Protection (PDP) Law, the Criminal Code (KUHP), and several ministerial regulations and circulars regarding AI ethics. 

With this set of regulations, his ministry will have a reference point for all stakeholders interested in developing AI technology. "For the public who want to use this technology, we can also navigate and mitigate the risks," he added. 

Furthermore, Nezar stated that Komdigi is also currently developing a national AI roadmap, designed to serve as a principled guide for ministries and institutions to adopt AI technology in various strategic sectors such as transportation, education, health, and financial services. The agency only provides principles on how to adopt it, what to do and what not to do, and what to watch out for regarding the risks. Nezar stated that the roadmap development process involved a quad-helix approach involving business and industry players, academics, civil society groups, and the government. 

The draft was also supported by the Japan International Cooperation Agency (JICA) and consultants from the Boston Consulting Group (BCG). "This process has been ongoing for almost two months," he said. Nezar continued, adding that the government appreciates the commitment of all parties to realizing this roadmap. To support this process, the government, with support from JICA, is also conducting a supporting study for the roadmap formulation with the involvement of the Boston Consulting Group (BCG). "The draft is still being discussed by many stakeholders. Hopefully, we can finalize it by the end of this month," he said. The government hopes that the regulations, in the form of a Presidential Regulation and an AI roadmap, will serve as a foundation for developing a national AI ecosystem that is ethical, safe, resilient, and highly competitive. "These two documents are expected to maintain a balance between innovation and public protection, and serve as a reference in building a safe, resilient, and highly competitive national AI ecosystem," he explained.
