The Government Has Issued Regulations For Implementing The Health Law

The government has issued the implementing regulations of Law No. 17 of 2023 concerning Health. The implementing regulations, namely Government Regulation (PP) No. 28 of 2024 concerning the Implementation of Law Number 17 of 2023 concerning Health.

Minister of Health Budi G. Sadikin explained that the enactment of the implementing regulations of the Health Law strengthens the government's efforts to rebuild a robust health system throughout Indonesia.

"We welcome the issuance of this regulation, which serves as our foundation to reform and build the health system together to the farthest corners of the country," said Minister Budi (29/7).

In more detail, Minister Budi outlined the technical provisions regulated in 1,072 articles, covering the implementation of health efforts, technical aspects of health services, management of medical and health personnel, health service facilities, as well as technical aspects of health supplies and pharmaceutical device resilience.

The implementation of health efforts includes 22 service aspects, namely maternal, infant, and child health, adolescent health, adult health, elderly health, and disability health, reproductive health, nutrition health, mental health, infectious disease control, and non-communicable disease control.

Other aspects include vision and hearing health efforts, family health, school health, occupational health, environmental health, military health, health services in disasters, blood services, organ and/or tissue transplantation, cell-based and/or stem cell therapy, plastic reconstructive and aesthetic surgery, pharmaceutical product security, medical devices, and PPE, addictive substance security, medical services for legal purposes, and traditional health services.

The technical aspects of health services range from health service standards, the implementation of primary and advanced health services, including health services in DTPK and problematic health areas, as well as telehealth and telemedicine. The management of medical and health personnel is regulated from planning, procurement, utilization, quality improvement, registration and licensing, the Indonesian Health Council, colleges, and professional disciplinary boards, the rights and obligations of medical and health personnel, health care providers, and patients, practice management, and administrative sanctions for medical and health personnel. In addition, the Health Minister also continues, the technical provisions of health service facilities include the types and implementation of health service facilities, quality improvement of health services by health service facilities internally and externally, the development of health services by health service facilities, the implementation of community health centers, the implementation of hospitals, and educational hospitals. These derivative regulations also include technical provisions for health supplies and pharmaceutical and medical device resilience, health information systems, health technology, extraordinary events and outbreaks; health financing; community participation; and guidance and supervision. The enactment of this government regulation is one step in health transformation. This step is needed to build a strong, independent, and inclusive health architecture in Indonesia. With the issuance of this government regulation, there are 26 Government Regulations and 5 Presidential Regulations that are no longer in effect. These regulations include: Government Regulation Number 26 of 1960 concerning the Oath of Doctors, Government Regulation Number 11 of 1961 concerning Quarantine Diseases, Government Regulation Number 20 of 1962 concerning the Oath of Pharmacists.
