OJK Will Immediately Address Banks That Are Reluctant To Disburse UMKM Loans

The trend of slowing credit for MSMEs continues without any signs of reversal. Various efforts are currently underway, including new regulations being prepared by the Financial Services Authority (OJK) concerning MSME financing access.

As is known, MSME credit recorded an annual growth of 2.3% year on year (YoY) in April 2025, reaching Rp 1,400 trillion. This growth is not an improvement compared to January 2025, which saw a YoY increase of 2.5%, and it also falls short of the end-of-year achievement for 2024, which was 3% YoY.

Consequently, the Chief Executive of Banking Supervision, Dian Ediana Rae, stated that in the upcoming latest POJK, OJK will adopt a different approach. Unlike before, OJK will not standardize the percentage of MSME credit targets relative to the total credit portfolio.

Furthermore, she mentioned that the approach to be taken will involve monitoring each individual bank. For instance, if a bank aims for a 5% growth in MSME credit over a year, while OJK believes that the bank could achieve up to 8%, then she will intervene.

Dian explained that the OJK will directly negotiate with the bank in question. In this regard, he will encourage the bank to raise its target for the growth of MSME credit, which the OJK believes is achievable.

"We first assess the bank's objective conditions to set a realistic target," Dian stated to KONTAN on Wednesday (11/6).

He elaborated that the objectives in question pertain to several aspects related to the bank's capacity to distribute MSME credit. These aspects include the bank's previous MSME credit performance, its scale in terms of capital, the IT systems employed, and the human resources prepared.

However, Dian acknowledged that they cannot force the bank to increase credit distribution to these small enterprises. According to Dian, this ultimately depends on each bank's appetite.

"We cannot compel the bank to change its focus just like that," he added.

Furthermore, he mentioned that the policy regarding MSME financing access will soon be enacted, as it is only awaiting the legal administrative process. Some points within the regulation include the obligation to evaluate interest rates and expedite the process.

Presiden Direktur CIMB Niaga Lani Darmawan mengungkapkan bahwa lebih baik untuk target kredit UMKM tidak diseragamkan. Hanya saja, ia mengisyaratkan bahwa OJK diharapkan tidak terlalu ikut turun tangan karena pemegang saham juga sudah menargetkan segmen pasar yang sesuai dengan tujuan dan kemampuan bank.

Ia menambahkan saat ini kredit UMKM sangat dipengaruhi oleh kondisi ekonomi yang tidak menentu ditambah daya beli rendah. Hal tersebut membuat pelaku UMKM juga tidak aktif melakukan ekspansi secara umum.

“Mengembangkan aset kredit tanpa keahlian di bidangnya akan tidak menguntungkan juga, seperti kualitas aset yang bisa jadi buruk,” ujar Lani.

Lani mengungkapkan saat ini total kredit UMKM di CIMB Niaga setara 15% dari total porfolio kredit mereka. Sebagai gambaran, total portofoio  kredit CIMB Niaga per April 2025 mencapai sekitar Rp 218 triliun.

“Pertumbuhan saat ini sekitar 9% dan target tahun ini tumbuh di kisaran 7% hingga 9%,” tambah Lani.
