The Chairman of the Indonesian Industrial Estate Association (HKI), Akhmad Ma'ruf Maulana, believes that concrete steps are necessary to strengthen the investment ecosystem in industrial zones. This is deemed crucial as the government has ambitious targets aimed at fostering national economic growth. "The government has set a target for economic growth of 8 percent over the next five years. Therefore, we are inviting the relevant ministries, as this pertains to the issues faced by industrial zones," Ma'ruf stated in his remarks in Jakarta on Friday. Ma'ruf emphasized that industrial zones in Indonesia require protection through strong and specific regulations. He believes that currently, industrial zones lack adequate regulations to support their strategic role in attracting investment and creating job opportunities. "We request a stronger legal umbrella, so that there will be a specific article in the upcoming Industrial Law, clarifying the rules of the game," stated Ma'ruf. He noted that if the 120 industrial zones scattered across Indonesia were combined, they would form a significant economic force that must be supported by legal certainty. Furthermore, Ma'ruf mentioned that the current industrial zones are still facing several obstacles in the investment process, including high energy costs such as gas, slow licensing processes, and bureaucracy across various ministries and agencies. HKI, Ma'ruf continued, has engaged in dialogue with several ministries, including the Ministry of Investment, the Ministry of Energy and Mineral Resources, and the Ministry of Agrarian Affairs and Spatial Planning, and will involve the Ministry of Environment in future discussions. The outcomes of these discussions, he said, will be summarized and presented to the central government as a form of policy input. Additionally, one of Ma'ruf's priorities as the Chairman of HKI is to promote the acceleration of investment licensing. He hopes that the Investment Acceleration Task Force, which involves the relevant ministries and agencies, can be officially established through a formal decree (SK) so that the acceleration process can be effectively implemented. "We urge that the acceleration of licensing be carried out promptly," he emphasized. Furthermore, Ma'ruf stated that his team will collaborate with the Ministry of Industry and the Ministry of Investment and Downstream Industry/BKPM to oversee the acceleration of investment processes. He emphasized that HKI will serve as a strategic bridge between industry players, the community, and the government. "We will form a team together with the Ministry of Industry and the Ministry of Investment (and Downstream Industry/BKPM) to monitor this. And of course, once again, we will engage or be involved in the acceleration of that investment," Ma'ruf stated.
